Kyiv University of Law of the National Academy of Sciences of Ukraine consistently supports scientific initiatives aimed at the development of the rule of law and the consolidation of the principles of the supremacy of law.<\/p>\n<p style=\"text-align: justify;\">About fifty participants took part in this year&#8217;s conference \u2014 scientists, practicing lawyers, public servants, postgraduates, and students \u2014 both offline and online. The event became an important platform for discussing the constitutional development of Ukraine in the context of war and legal transformations.<\/p>\n<p style=\"text-align: justify;\">The rector of Kyiv University of Law of the National Academy of Sciences of Ukraine, a professor, addressed the participants with a welcoming speech <strong><em>Yuriy BOSHYTSKYI<\/em><\/strong>, who emphasized the style=\"text-align: justify;\">Vice President of the National Academy of Sciences of Ukraine, Academician of the National Academy of Sciences of Ukraine <strong><em>Serhiy PIROZHKOV<\/em><\/strong> gave a speech in which he also read out greetings from the National Academy of Sciences of Ukraine to the event participants.<\/p>\n<p style=\"text-align: justify;\">President of the NGO &#8216;World Congress of Ukrainian Lawyers&#8217;, Minister of Justice of Ukraine (2007\u20132010) <strong><em>Mykola ONISHCHUK<\/em><\/strong> gave a report on the value guidelines of the Constitution of Ukraine, analyzed the amendments to the Basic Law and their impact on public administration.<\/p>\n<p style=\"text-align: justify;\"><strong><em>Oleksiy BAGANETS, <\/em><\/strong><em>vice president <\/em>NGO &#8216;World Congress of Ukrainian Lawyers&#8217;, Deputy Prosecutor General of Ukraine (2000\u20132002, 2005\u20132007, 2014\u20132015), PhD in Law, Honored Lawyer of Ukraine, emphasized the relevance of adhering to the Constitution of Ukraine in times of war and the necessity of complying with its requirements in all spheres of public life. Oleksiy Vasylovych also ceremoniously presented two of his own publications to the library of the Kyiv University of Law of the National Academy of Sciences of Ukraine: the autobiographical book &#8216;The Inconvenient Prosecutor&#8217; and the historical book &#8216;How the Truth About Maidan Dies&#8217;. Mamutov Institute of Economic and Legal Research of the National Academy of Sciences of Ukraine&#8217; <strong><em>Volodymyr USTYMENKO<\/em><\/strong> focused attention on the challenges to Ukrainian constitutionalism during the war, provided examples of departures from constitutional norms, including regarding reforms of the communal sector and changes in land law.<\/p>\n<p style=\"text-align: justify;\"><strong><em>Lyudmyla KISIL <\/em><\/strong>gave a presentation analyzing the principles of the Constitution of Ukraine, in particular in the context of laws on administrative procedures and citizens&#8217;
