1. Register an Online Applicant Account
Personal online applicant accounts for admission to higher education institutions in Ukraine will be available from 1 July through 31 October.

The online account will be the main tool for applicants during the 2024 admissions campaign. Higher education institutions must establish special advisory centres at their admissions offices to help applicants register accounts and submit applications.
Important! When registering an account, applicants who do not have External Independent Evaluation (EIE) or National Multi-Subject Test (NMT) certificates must provide the type and number (series and number) of an identity document or their taxpayer registration number.

2. Select Institutions and Submit Applications
Up to 15 applications to higher education institutions may be submitted simultaneously through the online account. No more than five of these may be applications for state-funded places.
Applicants from temporarily occupied territories who do not have Ukrainian school-leaving documents must apply exclusively through the Crimea–Ukraine or Donbas–Ukraine education centres established at higher education institutions. They should first select one institution and contact its admissions office.
Documents may be submitted remotely, or applicants may attend in person if the security situation permits.

3. Confirm Eligibility for Benefits
All benefits from previous years were retained in 2024. In particular, applicants from temporarily occupied territories receive benefits under the so-called Quota 2. Higher education institutions must allocate 10% of all state-funded places specifically to this category.
To confirm eligibility under the quota, applicants must provide an internally displaced person certificate dated from 1 January 2024. If the certificate can be renewed, applicants should do so. Extracts from Diia, an Administrative Services Centre, or the Migration Service are accepted.
4. Pass the Examinations
For admission to a higher education institution under the simplified procedure, applicants must pass three examinations—Ukrainian language, mathematics, and history of Ukraine—at a school in territory controlled by Ukraine. In the previous year, these examinations were administered online via Zoom when an applicant was in occupied territory and unable to leave.
Applicants must immediately decide which institution and programme they are applying to because education declarations are linked to a specific institution. Education declarations are documents completed at a higher education institution when an applicant does not have a Ukrainian-standard certificate of complete general secondary education.
If an applicant has Ukrainian school-leaving documents—for example, after studying remotely—they must take the National Multi-Subject Test (NMT). It was introduced for the duration of martial law in place of the External Independent Evaluation (EIE).
The NMT consists of three compulsory subjects—Ukrainian language, mathematics, and history of Ukraine—plus one elective subject. Applicants may take the test at partner educational institutions in 28 countries.
Applicants who did not register for the NMT must take the same examinations at the University.
Tip: universities may provide residence hall accommodation to applicants from temporarily occupied territories. Applicants should confirm availability with the admissions office.
