The National Academy of Sciences of Ukraine Has Announced a Competition to Fill the Position of Rector of Kyiv University of Law of the National Academy of Sciences of Ukraine

Pursuant to the Law of Ukraine “On Higher Education,” on 09.04.2026 the National Academy of Sciences of Ukraine announced a competition to fill the position of Rector of Kyiv University of Law of the National Academy of Sciences of Ukraine.

A candidate for the position of head of a higher education institution must have proficiency in the state language at the level determined by the National Commission on State Language Standards, hold an academic title and an academic degree, have at least 10 years of experience in academic teaching positions, and be a citizen of Ukraine. The same person may not head a higher education institution for more than two terms.

In accordance with the Methodological Recommendations on the Specific Features of the Electoral System and the Procedure for Electing the Head of a Higher Education Institution, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 05 December 2014, No. 726 (as amended), candidates for the position of head of a higher education institution may be nominated by the workforce of the higher education institution or its structural unit, the primary trade-union organization of the institution’s employees and students, or through self-nomination.

Candidate documents will be accepted by the Department of History, Philosophy and Law of the NAS of Ukraine for two months from the date of publication of the announcement—until 18:00 on 9 June 2026—at 54 Volodymyrska St., Kyiv.

When submitting nominations for candidates for the position of Rector of Kyiv University of Law of the National Academy of Sciences of Ukraine to the Department of History, Philosophy and Law of the NAS of Ukraine, the following candidate documents must be enclosed:

  1. An application addressed to the founder for participation in the competition, indicating whether the restrictions established by part two of Article 42 of the Law of Ukraine “On Higher Education” apply to the candidate;
  2. A personal personnel record form with a 3 × 4 centimetre photograph;
  3. An autobiography containing a comprehensive yet concise chronological description of the candidate’s life, education, and activities, as well as information about marital status and family composition;
  4. Copies of the taxpayer registration number, the first page of the passport (certified by the candidate), the employment record book (if available) or employment information from the register of insured persons of the State Register of Compulsory State Social Insurance, and copies of documents confirming higher education, academic degree, and academic title;
  5. A list of academic publications;
  6. A copy of the state certificate confirming the level of proficiency in the state language, issued by the National Commission on State Language Standards;
  7. A certificate in the prescribed form confirming completion of preliminary, periodic, and extraordinary psychiatric examinations;
  8. A criminal-record certificate;
  9. A certified copy of the certificate of inspection results issued by the authority that conducted the inspection, or a written statement addressed to the founder confirming that the prohibitions specified in part three or part four of Article 1 of the Law of Ukraine “On Government Cleansing” do not apply to the candidate, in the form approved by the Resolution of the Cabinet of Ministers of Ukraine dated 16 October 2014, No. 563, “Certain Issues concerning Implementation of the Law of Ukraine ‘On Government Cleansing’,” together with consent to undergo the inspection and to the publication of information concerning the candidate pursuant to that Law;
  10. A candidate’s declaration submitted pursuant to part three of Article 45 of the Law of Ukraine “On Prevention of Corruption,” provided that the person has not submitted an annual declaration for the previous year;
  11. Written consent to the collection and processing of personal data.

Copies of documents submitted by the candidate (except the passport copy, which is certified by the candidate personally) must be certified in accordance with the established procedure.
