Vinnytsia Research and Advisory Centre of Kyiv University of Law

The Vinnytsia Research and Advisory Centre is a structural unit of Kyiv University of Law of the National Academy of Sciences of Ukraine (hereinafter KUL NASU) and operates as an integral part of the University’s educational, academic, and research activities. The KUL NASU Centre was established in the 2011–2012 academic year to train highly qualified legal professionals for Vinnytsia Region and neighbouring regions. Its first part-time enrolment in Law comprised 48 students; two years later, the number of students had increased to 209. Overall, the Centre trained more than 700 highly qualified lawyers during the 2011–2022 period.

The purposeof the Research and Advisory Centre is to organise implementation work and joint research and production activities, and to provide educational, academic, and advisory services to residents, local communities, local self-government bodies, public organisations, and other legal entities and individuals in the Centre’s areas of expertise. The Research and Advisory Centre in Vinnytsia operates exclusively under the auspices of Kyiv University of Law of NASU.

The Centre’s purpose is implemented through its objectives, the priorities of which include:

• organising the education of higher legal education students in the region;
• providing academic advisory, educational, and other services that educational institutions may offer;
• using the Centre’s capabilities to improve students’ practical training;
• improving the training of legal professionals;
• promoting legal knowledge among different groups of the population.

The educational process is delivered by the Research and Advisory Centre together with the academic staff of KUL NASU.

Responsibility for organising the educational process and the Centre’s overall activities rests with the head of the unit, PhD in Law and Associate Professor Yu. I. Kovalchuk.

An important aspect of the work of the Centre’s staff in Vinnytsia is advising students on their studies, course papers and assessment assignments, semester credits, and examinations.

As part of educational activities and to familiarise students with the work of Ukraine’s highest state authorities, the KUL NASU administration and the head of the Research and Advisory Centre organise annual student visits to the Verkhovna Rada of Ukraine, the Cabinet of Ministers, and the Constitutional Court.

During the KUL NASU Centre’s educational activity in Vinnytsia Region, it has established partnerships with many educational institutions and signed memoranda of cooperation with Vinnytsia City Council, the Vinnytsia and Khmilnyk district administrations, and other state bodies. This cooperation enables students to undertake internships at these institutions and later pursue employment in state authorities, local self-government bodies, law enforcement agencies, and the judiciary.

The Vinnytsia Research and Advisory Centre of KUL NASU maintains close ties with educational institutions in Zhytomyr and Khmelnytskyi regions, whose graduates continue their higher legal education at the Centre. This clearly demonstrates how KUL NASU’s regional policy enables students to study as close as possible to where they live and work.

An important aspect of the Centre’s activities is developing each student’s creative potential as an individual. In keeping with contemporary needs, education should be grounded in universal human values. The KUL NASU Centre therefore does everything necessary to help students develop balanced thinking based on a combination of personal inner freedom, social responsibility, and tolerance.

In their daily work during the difficult period of wartime, the academic staff of the KUL NASU structural unit in Vinnytsia seek to foster in graduates a sense of national dignity, patriotism, integrity, justice, and a constant desire for new knowledge.

These principles define the content and character of the educational process at Kyiv University of Law of NASU and its structural unit in Vinnytsia.
