A guest lecture was held at KUL NASU by the private executor of the executive district of Kyiv region, Ivan Kregula

On May 4, 2026, fourth-year students (full-time) within the framework of the academic discipline ‘Enforcement proceedings’ had the opportunity to participate in a guest lecture with a private executor of the executive district of the Kyiv region Krehul Ivan Ivanovich, during which key aspects of the role and significance of the profession of private executor in Ukraine and current issues related to the enforcement of court decisions and decisions of other authorities were discussed.

Course instructor, Doctor of Law, professor Fursa Svitlana Yaroslavivna opened the guest lecture, introduced the speaker, and emphasized the appropriateness of teaching at the university as a mandatory discipline of the future profession ‘Executive process’ and the special interest that students show in studying it.

She also pointed out the active participation and attendance of students in lectures and practical classes, the atmosphere of discussions, arguments, and the desire to acquire quality knowledge and professional skills.

Kregul I.I. In his lecture, he paid special attention to the issue of suspending enforcement proceedings regarding military personnel. He also noted a positive trend — the growing interest of courts in the actual enforcement of decisions and the strengthening role of executors in the legal system.

A lively discussion among students was sparked by the question of the advisability of collecting funds from military personnel, taking into account the moral and psychological aspects. Despite differing positions, the importance of complying with legal requirements and focusing on established judicial practice was emphasized. In addition, participants considered the practical aspects of seizing the funds of debtors. In particular, there was discussion about the operation of an automated system for interaction with banking institutions.

The meeting became an important practical experience for the students, allowing them to gain a deeper understanding of the complexity and responsibility of the work of a private executor, as well as the nature and specifics of enforcement proceedings and its significance for the effective functioning of the legal system.

The guest lecture took place in an inspired and friendly atmosphere.
