Guest lecture of the Head of the State Audit Service of Ukraine Alla BASALAEVA at KUL NASU: current challenges of state financial control

A guest lecture by the Honored Lawyer of Ukraine, Head of the State Audit Service of Ukraine, took place at the Kyiv University of Law of the National Academy of Sciences of Ukraine Alla Valentynivna BASALAEVA. The event took place at the invitation of the Vice-Rector for Scientific Work, Doctor of Juridical Science. Volodymyr PYLYPENKO and gathered the university’s teachers, graduate students, and students.

Ms. Alla BASALAYEVA presented a substantive presentation “The State Audit Service as a key body of the state financial control system and its role in protecting the financial interests of the EU in Ukraine”. In her speech, she focused on the basic principles of the DASU’s activities, the importance of risk-oriented planning, the role of the service in monitoring public procurement, and audit control.

A separate part of the lecture was devoted to Ukraine’s international cooperation with European institutions, in particular with OLAF, the European Investment Bank, and the Audit Board of the Ukraine Facility. The speaker also emphasized the new challenges that arise in the process of controlling investment projects in the fields of education, healthcare, and support for small and medium-sized businesses.

After the presentation, a lively discussion took place. Students and young researchers asked questions about the practical work of the State Audit Service, the prospects for the development of state financial control, and the specifics of interaction with law enforcement agencies. Participants noted the relevance and practical usefulness of the information received.
