Kyiv University of Law of the National Academy of Sciences of Ukraine has passed the State attestation of scientific institutions and higher education establishments

The Ministry of Education and Science of Ukraine in 2025 conducts a state attestation of scientific institutions and higher education institutions regarding their engagement in scientific (scientific-technical) activities. The attestation is carried out in accordance with the “Methodology for Evaluating the Effectiveness of Scientific (Scientific-Technical) Activities of Scientific Institutions and Higher Education Institutions in Terms of Their Engagement in Scientific (Scientific-Technical) Activities in Specific Scientific Fields During the State Attestation,” approved by the order of the Ministry of Education and Science of Ukraine dated October 21, 2024, No. 1485 (registered with the Ministry of Justice of Ukraine on November 20, 2024, under Nos. 1743/43088, 1744/43089). It is conducted in seven scientific fields – “Agro-Veterinary” “Societal”, “Security”, “Biomedical”, “Humanitarian and Artistic”, “Engineering and Technological”, “Natural and Mathematical.” The purpose of the state attestation is to determine the effectiveness of the activities of a scientific institution / higher education institution. The Ministry of Education and Science of Ukraine, based on the evaluation results, plans to strengthen the capabilities of scientific institutions and universities, in particular to increase funding and opportunities for the development of the best among them.

According to the Deputy Minister of Education and Science of Ukraine Denys Kurbatov, this year’s accreditation is taking place according to an updated methodology developed taking into account the experience of the United Kingdom, Germany, and Poland, as well as national characteristics. In total, over 300 universities and more than 300 research institutions in Ukraine were evaluated. The evaluation covers not only scientific indicators but also the real impact of research on the economy, defense, society, policy, and the environment. The evaluation methodology is the same for research institutions and higher education institutions.

According to the new methodology, the accreditation evaluation of a scientific institution or university now consists of two main components. The first is a classification (quantitative) assessment, which is determined automatically in the specialized module “State Accreditation” of the National Electronic Scientific and Information System URIS based on data and evaluation of personnel potential; quality of publication activity; efficiency of attracting external resources for research; expert activity; material and technical base, etc.

The second component is an expert (qualitative) assessment, that is, an evaluation of the impacts of the institution’s activities on the development of advanced science, defense capability, and the development of the economy and society of Ukraine, etc. The scientific institution is evaluated according to these criteria by three experts: two Ukrainian and one foreign.

Depending on the results of the certification within a single field, several groups of research institutions and higher education institutions will be distinguished: from those who achieved the maximum result to those who justifiably did not pass the certification.

The results of the Accreditation for research institutions and universities will be widely used in state policy, in particular, they will influence:

• a new model of basic funding (for 5 years, based on the results of certification);
• determination and confirmation of the type of higher education institution;
• distribution of places in postgraduate and doctoral studies;
• definition of HEI for the creation of research centers of excellence with funding from international partners.

The Ministry of Education and Science of Ukraine has completed the first stage of the state certification of scientific institutions and higher education institutions engaged in scientific (scientific and technical) activities. The final results of the evaluation of the effectiveness of scientific activities have been determined in two important areas — ‘Agricultural and Veterinary’ and ‘Social.’ In total, 102 higher education institutions were certified in the ‘Social’ area.

Based on the results of the assessment of activities in the ‘Social’ direction, Kyiv University of Law of the National Academy of Sciences of Ukraine was classified into group B.
