Law-making in the context of challenges: key vectors of the scientific conference of the Rivne Institute of KUL NASU

The XVI All-Ukrainian Scientific and Practical Conference took place at the Rivne Institute of the Kyiv University of Law of the National Academy of Sciences of Ukraine «Current Issues of Lawmaking in Modern Ukraine».

This important professional forum has become a tradition in the Rivne region and gathered almost a hundred leading scientists, practicing lawyers, representatives of state authorities and local self-government, as well as young legal researchers from various parts of Ukraine.

The conference was opened by the rector of the Kyiv University of Law of the National Academy of Sciences of Ukraine, professor, honored lawyer of Ukraine Yuriy Boshytskyi. Emphasizing the relevance of the event, the speaker drew attention to the urgency of legislative processes, which today are marked by unprecedented challenges faced by the state in conditions where law has ceased to be merely a tool for regulating social relations — it has become the foundation of national security and the main mechanism for adapting society to extreme conditions. The rector emphasized that the legal system of Ukraine is currently undergoing a test of strength. Today, every bill, every legal norm is a strategic checkpoint protecting our values, sovereignty, and European choice. The lawmaking process involves the meticulous refinement of legislation, in which every paragraph must meet high standards of democracy and rule of law.

Notably, the welcome speech was joined by the honorary guests of the conference, among whom were former graduates of the Rivne Institute: the head of the legal support department of the Rivne City Council Oleksiy Kaplanov, judge of the Rivne City Court Dmytro Yakovlev, Head of the Legal Department of the Land Resources Department of the Executive Committee of the Rivne City Council Mykhailo Ukrainian, Deputy Head of the Lviv Interregional Department of the Ministry of Justice of Ukraine in the Rivne Region Oksana Salchuk. The attendees greeted the head of the Department of the State Migration Service in the Rivne region with applause Liliya Drapchynska, director of the municipal institution ‘Center for Professional Development of Pedagogical Workers’ Myroslav Zhovtan, consultant of the ‘Center for Professional Development of Educational Workers’ Tetiana Hreshchuk, deputy director of the Rivne Regional Museum of Local Lore Olha Morozova, the President of the Rivne Chamber of Commerce and Industry Mykola Yaroshchuk.

Conference participants focused on analyzing the current state of domestic legislation, discussing the directions of its development under martial law, and adapting Ukrainian law to European Union standards. The plenary session demonstrated a high level of legal reflection, as evidenced by the reports of participants holding a Doctor of Juridical Science, professor, and Vice-Rector for Research at KUL NASU. Volodymyr Pylypenko, Doctor of Juridical Sciences, Professor, Head of the Department of International and Private Law of KUL NASU Vitalii Cherneha, Ph.D. in Law, Associate Professor, Senior Research Fellow of the Department of Public Administration and Administrative Law Problems at the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine Natalia Isayeva, Ph.D. in Law, professor, vice-rector for educational and methodological work Serhiy Matveyev, PhD, Associate Professor, Head of the Department of General Theoretical Legal and Socio-Humanitarian Disciplines, KUL NASU Olena Romanova’s, PhD in Law, Associate Professor of the Department of General Theoretical Legal and Socio-Humanitarian Disciplines at the Kyiv University of Law of the National Academy of Sciences of Ukraine Agnes Pashynska, Ph.D., Associate Professor of the Department of General Theoretical Legal and Socio-Humanitarian Disciplines, KUL NASU Viktoria Pylypenko, PhD in Law, Associate Professor of the Department of Special Legal Disciplines Ihor Hrybko etc. Their speeches were marked by a deep analysis not only of normative material but also of the philosophical foundations of law, which confirms the readiness of the scientific community for a systematic renewal of legal doctrine.

The conference once again affirmed the status of the Rivne Institute of the Kyiv University of Law of the National Academy of Sciences of Ukraine as a powerful intellectual center of the Western region and a direct participant in law-making initiatives.

During the sectional meetings, issues of constitutional development, human rights protection, reform of criminal and civil justice, as well as current challenges in the field of environmental and land law were considered. It was here, within the framework of discussion platforms, that innovative ideas and legal doctrines crystallized, which will determine the vector of development of a democratic and strong Ukraine tomorrow.

Based on the results of the forum, practical recommendations aimed at improving the legislative process were developed, which will be published in a collection of scientific papers and sent to relevant institutions.
