Participation of KUL NASU representatives in the work of the International Round Table ‘Ecological-Legal, Scientific-Educational and Cross-Border Aspects of the Implementation of the Carpathian Convention and its Protocols’
Rector of KUL NASU, professor Yuriy Boshytskyi and Vice-Rector for Research, Professor Ivan Kaylo participated in the work of the International Round Table “Ecological-legal, scientific-educational, and cross-border aspects of the implementation of the Carpathian Convention and its Protocols which took place on October 3-4 in the year 2024 in the city Accounts.
The meeting took place in a hybrid format: online and offline. More than 50 scholars from different countries, employees of state institutions, public and political figures participated in the event.
Rector Yuriy Boshytskyi (online) on behalf of the Kyiv University of Law of the National Academy of Sciences of Ukraine and personally addressed the participants of the event with a welcoming speech. Yuriy Ladislavovych in his report emphasized the importance of elevating any tragic consequences of the Russian-Ukrainian war to the international level, since a large-scale war is a problem not only for one country. “The destruction of the forest fund of the Carpathians is an environmental disaster,” said the rector, “and the deliberate destruction of the ecosystem during the war is ecocide.” “The large-scale damage caused by the war initiated by the aggressor and its impact is felt throughout the territory of Ukraine, more than 20% of which consists of protected areas that have become the object of military action. Among the many crimes committed by Russia against Today, we highlight in particular those that will have far-reaching consequences that will affect several generations, both within the country itself and abroad,” Yuriy Ladislavovych said.
Professor Ivan Kaylo He was present at the event in Rakhiv. In his report, he spoke about how dangerous environmental offenses are for the entire international community. Due to these negative phenomena, Ukrainian citizens lose the ecosystem services provided by forests or receive them in insufficient amounts.
In Ukraine, the formation of a compensation mechanism is ongoing, aimed at ensuring reimbursement for environmental damage caused as a result of the armed aggression of the Russian Federation against Ukraine. An effective compensation mechanism (international damage register, claims review commission, and compensation fund) is a prerequisite and guarantee for the reimbursement of damage caused to Ukraine’s forest fund due to the armed aggression of the Russian Federation. The aggressor state must fully compensate for the damage caused to the Ukrainian environment, a significant part of which is the damage inflicted on the forest fund.
Also participated in the conference Hamor Fedir Dmytrovych, head of the Carpathian Biosphere Reserve, academician of the Ukrainian Academy of Ecological Sciences, Doctor of Biological Sciences, professor; Pichler William, professor, doctor, dean of the Faculty of Forestry at the Zvolen Technical University (Slovakia); Shutyak Sofia Volodymyrivna, deputy head of the Committee on Agrarian, Land, and Environmental Law of the National Association of Advocates of Ukraine, senior project manager of the waste management reform of the Recovery and Reform Support Team at the Ministry of Environmental Protection; Kahalo Oleksandr Oleksandrovych, head of the Department of Protection of Natural Ecosystems at the Carpathian Institute of Ecology of the National Academy of Sciences of Ukraine, Candidate of Biological Sciences, senior researcher; Cook Stanislav, Doctor, Deputy Director of the Bieszczady National Park (Poland); Hotra Marianna Vasylivna, head of the Department of Tourism and Resorts of the Transcarpathian Regional Military Administration; Popovich Vasile, president of the North-Eastern local action group – Maramureș district, director of the House of Culture in the Repedea town hall (Romania) and many other scholars from various countries, public and political figures.
The meeting of the International Round Table will be a significant contribution to the cause of preserving the Carpathian forests and mountain ecosystems.
