Review of scientific publications

The scientific activity of KUL NASU is an important component of the university and is aimed at researching the development of the institution of law, law-making, law enforcement and judicial activities, as well as studying current issues of international law. The holding of international and all-Ukrainian scientific-practical conferences, the publication of monographs, textbooks, and publications by the university’s scientific and pedagogical staff in scientific journals are evidence of the significant scientific potential of the university. The result of scientific research is the publication of scientific works, collections of conference abstracts and monographs prepared by the scientific team of Kyiv University of Law of the National Academy of Sciences of Ukraine, as well as publications created jointly with scientists from foreign countries.

A collective monograph by researchers of the Kyiv University of Law of the National Academy of Sciences of Ukraine with the participation of scholars from the Republic of Poland, Georgia, the Italian Republic, Hungary, the United States of America, and the Republic of Azerbaijan, dedicated to current pressing issues of state-building in the context of legal transformation and global changes. In particular, it examines the theoretical and methodological foundations of modern state-building and the legal regulation of social relations.

Intended for domestic and foreign scientists, teachers, and students of higher legal educational institutions, as well as all those interested in issues of state regulation of social relations.

The collective monograph of legal scholars from the Kyiv University of Law of the National Academy of Sciences of Ukraine and the Faculty of Law and Administration of the University of Gdańsk is dedicated to current issues of legal science and practice at the present stage in Ukraine and the Republic of Poland. It outlines both common problems and those specific to each of these countries in administrative, civil, criminal law, and law enforcement in Ukraine, the features of legal regulation in the field of intellectual property, and contemporary issues in the implementation of legal norms in the Republic of Poland. This publication is the result of several years of scientific cooperation between the Kyiv University of Law of the National Academy of Sciences of Ukraine and the Faculty of Law and Administration of the University of Gdańsk.

The book is intended for researchers, lecturers of law universities, master’s students, students, postgraduate students, practicing lawyers, as well as everyone interested in the development of legal science and comparative jurisprudence.

The collective monograph is dedicated to contemporary trends in the development, functioning, reform process, and problems of improving the effectiveness of criminal justice in Ukraine. In particular, it addresses the issue of improving both the main institutions of criminal justice and enhancing the counteraction to certain types of crimes through criminal justice measures. Proposals have been formulated for the improvement of criminal and criminal procedural law in order to increase their effectiveness in combating crime.

The publication is the result of scientific cooperation between the Kyiv University of Law of the National Academy of Sciences of Ukraine and the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine.

The monograph is devoted to current issues of obligation fulfillment in civil law, changes in approaches to the formation of regulatory legal acts in legal regulation at the intersections of interdisciplinary elements, and so on.

In particular, the scientific team conducted a detailed analysis of the general provisions for ensuring the fulfillment of obligations, paid attention to the specific recodification aspects of the Civil Code of Ukraine in the context of ensuring the fulfillment of obligations in bank credit operations, the issues of fundamental approaches to the principles of the mortgage institution in civil legislation, and the trends in judicial practice regarding the termination of mortgages as a type of obligation security. The analysis addresses issues of pledging property rights of intellectual property, issues of law enforcement problems in the institution of obligation fulfillment, as well as the right to review court decisions related to ensuring the fulfillment of obligations in civil law from the perspective of the capabilities of the civil procedural form.

A conceptual, consistent, and balanced approach to the formation and presentation of monographic material, which consists of an analysis of contemporary scientific achievements, current legislation, and the best domestic judicial practices, undoubtedly indicates the relevance of the topics raised by the authorial team, their modernity, and demand within educational, scientific, and practical processes and law enforcement, which ultimately demonstrates the stability of trends towards effective legal regulation of the fulfillment of civil obligations.

The collections present the materials of the all-Ukrainian scientific-practical conferences «Constitution of Ukraine: status, prospects, and implementation mechanisms, conducted by the Kyiv University of Law of the National Academy of Sciences of Ukraine in 2023 and 2024. The publications consider the main legal issues, scientific approaches to resolving legal conflicts in Ukrainian legislation, analyze the introduction of international experience into national legislation, as well as highlight problems in the functioning of all legal spheres of life during martial law in Ukraine, and identify priority areas for resolving legal conflicts in Ukrainian legislation.

The collections of scientific works of young scientists and postgraduate students of KUL NASU present the results of research that were tested during the round table “Current Issues of Modern Legal Science and Practice.” The round tables addressed theoretical and applied issues of criminal law and criminology, civil, commercial, and labor law, administrative, financial, and information law.

The publication is useful for young scientists, students, and graduate students who are conducting research in the field of law.


Current issues of lawmaking in modern Ukraine: materials XIV All-Ukrainian Scientific and Practical Conference (Rivne, Rivne Institute of KUL NASU, April 24-25, 2024) / compiled by V. Savytskyi. Vinnytsia: TVORY. 2024. 156 p.

The collections highlight the results of research that were tested during the annual All-Ukrainian scientific-practical conferences dedicated to current issues of law-making in Ukraine. The holding of legal conferences during martial law introduces adjustments to the relevance of the topics discussed at the conferences. This prestigious scientific event brings together young and experienced researchers, lecturers, and practicing lawyers from Kyiv, Rivne, Lviv, Vinnytsia, Khmelnytskyi, Cherkasy, and Zaporizhzhia regions. Judges, notaries, lawyers, and forensic experts also participate in the events. The result of the conferences is the identification of challenges to the legal mechanism of state functioning during wartime and ways to overcome these challenges. Collection of conference materials will contribute to the formation and improvement of scientific thought, the development of ideas for the purpose of further lawmaking in Ukraine, taking into account the requirements of the present day in order to ensure the future development of Ukraine.

The collection presents materials from the international scientific and practical conference “Development of Legal Science in the Conditions of Martial Law,” which examine the main legal issues, scientific approaches to solving these issues in national legislation, analyze the implementation of international experience in national legislation, and also highlight the problem of the functioning of all legal spheres of life during martial law in Ukraine. The need to solve the global problems of today requires high-quality science and education, the growth of intellectual and spiritual potential in forming a generation of lawyers trained on new value orientations, a generation of conscious citizens of our state.
