The XV All-Ukrainian Scientific and Practical Conference ‘Current Issues of Lawmaking in Modern Ukraine’ was held at the Rivne Institute of KUL NASU

Emphasizing the relevance of this legal forum, the rector of Kyiv University of Law Yuriy Boshytskyi,  He emphasized to those present that the modern law-making system in Ukraine is characterized by a high level of legal instability, low quality of legislative drafting techniques, fragmented regulation, politicization of the law-making process, as well as insufficient participation of the scientific and civic community. Revealing the conceptual problems of national law-making in the conditions of war, the rector drew attention to legal collisions and gaps in the legislation, which should be regularly updated based on judicial practice, academic analysis, and the conclusions of human rights institutions.. 

The event was attended by representatives of many prestigious institutions involved in shaping modern legal policy, namely, Taras Shevchenko National University of Kyiv, Kyiv University of Law of the National Academy of Sciences of Ukraine, Lesya Ukrainka Volyn National University, South Ukrainian National Pedagogical University named after K.D. Ushinsky, National Aviation University, National University of Water and Environmental Management, Khmelnytskyi National University, Mariupol State University, Kherson State University, Private Higher Educational Institution “International Economic and Humanitarian University named after Academician Stepan Demianchuk,” Private Higher Educational Institution “Medical-Natural “University” (Mykolaiv) and others. 

Representatives of state and public structures of Rivne and the region, well-known lawyers, judges, in particular: a judge of the Berezne District Court of the Rivne region, addressed the conference participants with a welcoming speech. Anton Sobchuk, Regional Coordinator of the Western Interregional Department of the Ministry of Justice Oksana Salchuk,  director of the Rivne Regional Museum of Local Lore Alla Zhizhkevich, Director of the municipal institution ‘Center for Professional Development of Pedagogical Workers’ of the Rivne City Council Myroslava Zhovtan, deputy of the Rivne Regional Council Oleksandr Protsiuk.

At the plenary session, reports were presented by Doctor of Law, Head of the Department of Special Legal Disciplines of the Rivne Institute of Kyiv University of Law NASU Ruslan Chornolutskyi, who focused attention on norm-project activity as an immanent component of lawmaking in conditions of martial law and peacemaking, Doctor of Law, Professor, Professor of the Department of International Law and Sectoral Legal Disciplines at Kyiv University of Law of the National Academy of Sciences of Ukraine, member of the Union of Lawyers (Kyiv) Oleksandr Bryhinets revealed the role of state banks in the revival of Ukraine’s banking system, Doctor of Laws, Vice-Rector for Research at the Kyiv University of Law of the National Academy of Sciences of Ukraine Ivan Kaylo outlined the vectors of development of Ukrainian law-making between tradition and transformation, Candidate of Legal Sciences, Head of the Department of Criminal Law and Procedure of the Kyiv University of Law of the National Academy of Sciences of Ukrainescientific secretary of the Kyiv University of Law of the National Academy of Sciences of Ukraine Valeriy Andrusiv proposed for consideration the current issues of harmonizing the law of Ukraine on criminal liability with the norms of international law, Doctor of Philosophy, Professor, Professor of the Department of Legal Environmental Protection Disciplines of the Educational and Scientific Law Institute of the National University of Water and Environmental Management Andriy Matviichuk revealed the value aspect of procedural legislation of Ukraine and the problem of forming a modern lawyer, Doctor of Social Sciences, Associate Professor, Head of the Department of General Theoretical Legal and Humanitarian Disciplines of the Rivne Institute of the Kyiv University of Law of the National Academy of Sciences of Ukraine Olesya Kyrylenko she emphasized the need to improve the institutional foundations of family policy in Ukraine.

After the plenary session, the scientific dialogue continued at the section meetings, where important issues of modern lawmaking were discussed.

It is important that the participants of the conference also included students of the Rivne Institute of KUL NASU: Angelina Bobik, Yuriy Kundytskyi, Maksym Sheremet, Ilona Bondar, Vitaliy Yaskovets, Viktoriya Hladiy, Iryna Seletska, Marko Prokopchuk, Iryna Lukyanchuk, Oleksandra Tomashevska, Anastasiya Martynchuk, Dariya Blyshchyk, Anastasiya Tarasenko, Svitlana Shapovalova, Angelina Alekseychuk, Anna Avdymirets, Yuliya Minkovska, Anastasiya Androshchuk, and others.

At the final meeting, the participants of the conference unanimously approved its resolution, which will be sent to the highest institutions of Ukraine: the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the Prosecutor General, the Ministry of Justice of Ukraine, the High Council of Justice. 

Undoubtedly, the conference can be considered a landmark event in the Ukrainian scientific and legal space.
