The Tempus Programme (Trans-European Mobility Programme for University Studies) is an external assistance programme of the European Union. Its objective is to help modernise higher education systems in EU partner countries (neighbouring countries) by strengthening cooperation between higher education institutions in EU Member States and partner countries. The Tempus Programme provides funding to encourage interaction and balanced cooperation between higher education institutions in partner countries and EU Member States. The programme operates through annual calls for proposals; grants are awarded based on participation in calls for proposals and a multi-level evaluation of applications submitted in the prescribed format.
The Tempus Programme funds inter-university cooperation in curriculum development and improvement, university governance, interaction between researchers and civil society, education–business partnerships, and structural reforms in higher education.
Until 2009, the Tempus Programme was coordinated by the European Commission Directorates-General for Education and Culture, Enlargement, and External Assistance. Beginning with the second call of the fourth phase of the Tempus Programme, this function has been performed by the Education, Audiovisual and Culture Executive Agency, which is mandated by the European Commission to manage and coordinate the programme’s projects.
The new Erasmus+ programme aims to support education, training, youth and sport.
What does this programme support?
Erasmus+ provides grants for a wide range of activities in education, training, youth and sport. The programme gives students, trainees, staff and volunteers an opportunity to spend time abroad to improve their skills and employment prospects.
It supports organisations that work in international partnerships and exchange innovative practices in education, training and youth. The new “Sport” action supports grassroots projects and addresses cross-border challenges such as match-fixing, doping, violence and racism.
The annual call for proposals covers the following Erasmus+ programme areas:
- KA1 – mobility of young people and youth workers: youth exchanges, volunteer projects and professional development for youth workers;
- KA2 – cooperation projects (strategic partnerships): cooperation between organisations on innovation and the exchange of successful practices;
- KA3 – support for reforms (youth dialogue): meetings between young people and youth-policy decision-makers;
- Jean Monnet activities;
- Sport.
