Her research interests include financial law, tax law, the legal regulation of state and local budgets, local taxation, and related matters.
She began her professional career in education and research in 1989 at the Institute of State and Law, where she currently serves as Chief Research Fellow. Since 1993, she has combined research with teaching at higher education institutions. In 2001, the Union of Lawyers of Ukraine named her Law Lecturer of the Year. She has worked at Kyiv University of Law of the National Academy of Sciences of Ukraine since its establishment and actively contributes to drafting legislation. For her significant contribution to legal scholarship in local self-government, she has repeatedly received a Certificate of Honour from the Verkhovna Rada of Ukraine, commendations from the Mayor of Kyiv, and certificates from the Cabinet of Ministers of Ukraine and the Ministry of Finance of Ukraine.
She is the author of nearly 150 encyclopaedia entries and more than 90 academic and teaching-methodology works, including the co-authored commentary “The Constitution of Ukraine”, the two-volume co-authored textbook “Administrative Law of Ukraine: An Academic Course”, the co-authored textbook “Municipal Law of Ukraine”, the co-authored study guide “Constitutional Rights, Freedoms and Duties of the Individual and Citizen in Ukraine”, the two-volume textbook “Constitutional Law of Ukraine: An Academic Course”, as well as chapters in collective monographs and publications in collections of research papers and Ukrainian and international journals.
