Born on 5 May 1970 in Boyarka, Kyiv Region. Has lived permanently in Kyiv since 1975.

Education

1977–1985 — attended Secondary School No. 157 in Kyiv’s Minsk District and, following school reorganisation, transferred to Secondary School No. 239.

1985–1989 — N. K. Krupskaya Kyiv City Pedagogical College No. 1, specialty in Primary-School Teaching; Diploma MT No. 650254 dated 27 June 1989.

1995 — graduated from Odesa College of Finance and Economics of the Ministry of Finance of Ukraine, specialty in Finance; Diploma IR No. 001799 dated 9 June 1995.

1995–2000 — Kyiv State University of Trade and Economics, specialty in Finance, specialisation in Public Finance. Graduation thesis: “Personal Taxation in Ukraine and Its Improvement”; Specialist Diploma KV No. 11945293 dated 31 January 2000.

2000–2004 — postgraduate studies at the Institute of Economics of the NAS of Ukraine.

2012 — graduated with honours from the Faculty of Law of the National Academy of Management with a Master of Law degree, specialty in Law and specialisation in Civil and Commercial Law. Master’s thesis: “Concordats and Concordat Agreements in the Mechanism for Regulating Religious Associations and Organisations”; Diploma KV No. 43701791 dated 4 June 2012.

On 28 December 2021, defended at the National Academy of Management a dissertation for the degree of Candidate of Economic Sciences in specialty 08.00.03 — Economics and Management of the National Economy, titled “State Regulation of the Economic Interests of Participants in the Tax Process within the National Economy”. The Attestation Board of the Ministry of Education and Science confirmed the degree on 1 February 2022; Diploma DK No. 063577.

Since 2014, doctoral studies toward a Licentiate in Canon Law at the Faculty of Canon Law of the Pontifical University of John Paul II in Kraków, Poland. Thesis: “Prawo kanoniczne dotyczące finansów publicznych Kościoła łacińskiego” — “Canon Law of the Public Finances of the Latin-Rite Catholic Church”.

Employment experience

1989–1996 — primary-school teacher at Secondary School No. 86 in Kyiv.

1996–2000 — Lecturer in special disciplines at the Kyiv College of Finance and Economics of the State Tax Service of Ukraine. Awarded a Certificate of Honour by the Head of the State Tax Service in 1998 for a significant contribution to staff training.

Since 2000 — full-time academic at the National Academy of Management. Senior Lecturer at the Department of Finance and Banking in 2000–2021; since 2022, Associate Professor at the Department of Finance, Accounting and Fundamental Economic Disciplines, teaching Tax System, Budget System, Monetary and Credit Systems of Foreign Countries, and Tax Management. Since 2014, also Lecturer at the Department of Civil and Economic Law, teaching Tax Law and Financial Law. Teaches Research Methodology to Master’s students. Winner of the Academy’s Best Lecturer competition in 2000, 2010, and 2019.

2002–2010 — concurrently taught public-finance disciplines at Bakaliar Kyiv College.

2001–2013 — concurrently taught public finance at Kyiv College of Real Estate and helped develop the state educational standard for Junior Specialists in Exchange Activities. Certified as a Highest-Category Lecturer.

2009–2014 — taught the career-guidance course Introduction to Finance to Grade 10 students at H. Vashchenko Lyceum No. 144 in Kyiv.

Since 2012 — Lecturer at the Tree of Life Catechetical Centre of the St Thomas Aquinas Institute of Religious Sciences in Kyiv, teaching Ukrainian Family Law, Canon Law on Marriage and Family, Methods of Working with Children and Young People, and specialised education and communication courses.

Since 2014 — Lecturer at the St Thomas Aquinas Institute of Religious Sciences in Kyiv, teaching the Social Doctrine of the Catholic Church and seminars on canon law, methodology, and moral theology. Member of its Academic Council in 2018–2021 and again since 2022.

Since 2019 — concurrently teaches finance and credit at Kyiv University of Market Relations and its college; since 2021–2022, teaches Financial Law and Tax Law there. Since 2015, has delivered an authorial professional-development course in Financial and Tax Law for the Employment Fund of Ukraine.

In the 2021–2022 academic year, concurrently taught Canon Law at Kyiv University of Law of the NAS of Ukraine.

Author of numerous publications on taxation, public finance, historical and cultural monuments, Vatican studies, Catholic canon law, and social doctrine, including analytical articles in Catholic Bulletin and Verbum.

Since May 2018, has cooperated with the Education and Upbringing Commission of the Ukrainian Greek Catholic Church on pedagogical and didactic support for Catholic schools in Ukraine.

From October 2019 to December 2021, participated in the international project marking the 300th anniversary of the Synod of Zamość, implemented by the Pontifical University of John Paul II in Kraków.
